Maeve Rigler
SecurusCapital—a woman owned business—was launched with a simple, powerful idea: to make federal procurement financing easier by combining government finance experts with legal experts who are all motivated to deliver solutions faster, with fewer hassles and using simpler paperwork than any other financial institution.

From her years of experience in the federal finance arena, Maeve Rigler—the founder of Securus—observed that leading financial institutions suffered from a fundamental lack of understanding of government contracting principles. She saw vendors frustrated by the scarcity of solution-oriented financing sources to help them win awards and then quickly accelerate their revenue. She saw financial institutions making last-minute demands that resulted in frustration, delays... or worse.

With a vision of streamlining federal contract financing, Ms. Rigler established Securus Capital to provide intelligent financial services to vendors and agencies. She has assembled a team of like-minded government finance and legal experts—described below—with over 80 years of collective experience helping vendors accelerate over $2 billion of revenue—who are all motivated to find common-sense solutions to any issue.

MAEVE T. RIGLER, President, C.E.O. and Owner. An attorney who has been intimately involved for 15 years in structuring, documenting, negotiating and closing federal contract financings, Ms. Rigler’s knowledge of the federal government is extensive. Prior to founding Securus Capital, Ms. Rigler represented banks and other financial institutions, as well as technology companies doing business with the federal government.

MICHAEL R. MCKINNEY, Senior Vice President. Mr. McKinney—formerly with TD Equipment Finance and Key Government Finance—has over 25 years of experience in federal technology and energy finance, and has consistently and dramatically increased financing volume across a variety of asset classes, including information technology, copier and duplicating, telecommunications and energy conservation. Mr. McKinney is a former military service officer with extensive experience with federal acquisition regulations.

MICHAEL B. MANKIN, Senior Consultant. Mr. Mankin—formerly federal area leasing manager of Cisco Capital with over 30 years of experience in the public finance market and product sales—helped grow annual federal finance volume from $5 million when he joined Cisco in 2000 to $350 million in 2010, totaling over $1.6 billion during his tenure. Mr. Mankin is also a former military service officer with extensive experience with federal acquisition regulations.

ROBERT E. RIGLER, Chief Operating Officer. Mr. Rigler spent 25 years as an attorney specializing in transactions secured by federal government leases and receivables. Prior to that, he was with a large Dallas-based law firm where he represented banks and other financial institutions in documenting, negotiating and closing secured lending transactions involving LIBOR, CD and other interest rate options; letters of credit, guaranties and other credit enhancements; syndications and participations; and restructurings.
